Help Enforce HB 900, The READER Act, in Your Local School District
Our legislature and TEXAS PARENTS did not work to pass The READER Act so that local board trustees could comply -- OR NOT -- on their own whims.
The original intent of HB 900 was to provide state mandated standards for school library collections that would provide protection from explicit, unsuitable content to ALL Texas children no matter where they live or attend school in the state.
The legislature passed strict provisions related to the mandated standards because of the state's interest in protecting children. The SBOE adopted the new standards and they went into effect on January 4th of this year.
Our legislature and TEXAS PARENTS did not work to pass this legislation so that local board trustees could comply -- or not -- on their own whims. And, yet, public school district superintendents and board trustees continue to debate the law, rather than comply with it.
Parents and grandparents across the state are filing grievances and complaints related to non-compliance of HB 900, specifically the standards. We are more organized than ever and we are mobilized!
When the Fifth Circuit Court of Appeals blocked the vendor enforcement of HB 900, it became clear that we were to work on the bigger issue of compliance and enforcement of Texas Education Code.
God is so good at revealing the work that needs to be done, and we were not discouraged by the ruling!
We are prepared to demonstrate the problems with enforcement and compliance of Texas Education Code in the 89th Texas Legislative Session, and offer solutions. I’ll give you a few hints…
Guess who is in charge of overseeing the process of grievances? The same people who are breaking the law! We will be able to demonstrate how broken the grievance process is through the implementation and compliance issues of HB 900.
We also know that the tax-payer funded lobbying organization Texas Association of School Boards (TASB) has contributed to the compliance problem that has relegated Texas Education Code to not much more than words on paper.
I'm looking forward to continuing to walk alongside parents and grandparents in the effort to protect our kids. I have no doubt, there will be fruit from our good work!

Thank you for all you are doing to protect our children. I was part of a committee that met with the interim superintendent at Rains ISD (Emory, Rains County, Tx). We were told that the district is awaiting new "policy" from TASB in order to fully implement The Reader Act. Some books have been removed, others have been moved from the junior high to the high school library. We are working to clean up our school libraries. Thank you again for your diligence!
